Augusta Health CFO Joe Meador Appointed by Governor Spanberger to Virginia Board of Medical Assistance Services

Gubernatorial appointment places Augusta Health executive on the state board overseeing Medicaid coverage for more than 1.7 million Virginians

FISHERSVILLE, VIRGINIA — Augusta Health today announced that Joe Meador, CPA, FACHE, Senior Vice President and Chief Financial Officer, has been appointed by Governor Abigail Spanberger to the Virginia Board of Medical Assistance Services (BMAS), the governing body that provides oversight of the Virginia Department of Medical Assistance Services (DMAS) and its administration of Cardinal Care, the Commonwealth’s Medicaid program.

Meador will serve a four-year term on the 11-member board, which is comprised of Commonwealth residents appointed by the Governor — five of whom must represent health care providers. The board submits a biennial report to the Governor and the General Assembly and meets quarterly to review Medicaid policy, program operations and integrity. DMAS oversees coverage for more than 1.7 million Virginians, nearly one in five residents of the state.

As Chief Financial Officer of Augusta Health, a $650 million independent health system, Meador provides executive leadership for finance, information technology and process improvement, leading a team of roughly 350 employees across those functions. His responsibilities include capital planning, payer strategy and the system’s long-term financial sustainability.

Meador brings more than 25 years of healthcare finance leadership to the appointment. He is a Certified Public Accountant, a Fellow of the American College of Healthcare Executives (FACHE), a Fellow of the Healthcare Financial Management Association (FHFMA), and a certified Six Sigma Black Belt. He serves on the Health Outcomes Advisory Council of the American Hospital Association, the Finance, Audit, CFO, and MAP Governance Committees of the Virginia Hospital & Healthcare Association and, in 2025, completed the Sorensen Political Leaders Program at the University of Virginia.
